Thanks Kingsway. I think you may have misinterpreted their requirements though? I believe it means they won't fund the hiring of facilities, i.e. they won't pay a clubs rent/pitch fees etc. In fact I'd go as far as saying that the facilities they fund MUST be available to hire according to their requirements.

The Sunderland Hubs, like those similar in Sheffield, Liverpool and Ealing in London, all gained Football Foundation funding, all require QR codes for entry purposes.
The Sunderland Football Trust control the Sunderland Hubs, of which one of the directors will be someone from the parent County FA, the official postal address will be the County FA for these Hubs.
To hire out part of the facility will be where the football foundation had not contributed, how that is defined not really sure, the parent clubs registered with each Hub have usage scheduled. The pitch used where facilities are to step 6 level will have football foundation funding, those pitch's not graded and basically an enclosed pitch only will be those in principal that can be hired out. That answers the question.
FC Hartlepool, a superb community club, many junior teams and hold surrounding pitch's within their enclosed land, no 3G pitch anywhere in Hartlepool, and Hartlepool United have to travel to Durham to train on one. Thus with their Borough Council could not all the said parties get together for the benefit of the community and have installed a 3G at Grayfields, that in principal is where funding should go and there is an obvious need. Maybe Andypool could comment.

Maybe Andypool could comment. Don’t answer the question to me as surely Sunderland west end use the pitch that is up to step 6 standards and hire that out? Or are you suggesting that they don’t hire it and it’s free to use?

I understand that West End don't own their facility, and that they themselves couldn't sub lease their allotted times to other clubs, but you're saying that the facilities can't be hired out for one off games to other clubs. I'm saying I believe this is a misinterpretation of what you read on the website. I believe that whoever owns the facilities, whether it's Sunderland Council, the local FA, a partnership, whoever, can not only hire out the facilities, but it is a requirement by the football foundation that the facilities are available for use rather than a closed shop.

Maybe Andypool could comment. My previous understanding was that application to the Hub process was by invite only? Local Authorities couldn't just decide to put a bid in. I may be wrong. There are currently 3 11-a-side 3G pitches in Hartlepool.

Andypool i was quite impressed with the potential of the Grayfield site, the Bishops played a pre-season friendly there about 10 years ago, recollect torrential rain before the game which i suspect put off some travelling across, Bishops won 2-0 on the night i remember, and FC spoke of their desire then to run the facility themselves, maybe you were not connected with your club at that time. As i understand it now FC have a lease to run the facility and doing a superb job as well as reaching the Northern League, an up coming club in a great catchment area.
